This publication marks another step towards standardizing the industry in Brazil and ensuring legal safety for bettors, companies, and employees.
The Ministry of Finance, through the Bonus and Betting Office, published Decree No. 1207 on the Federal Official Gazette, which establishes technical standards for online gambling games, such as "slot games". The government classifies these games as those "determined by a random future event based on digits, symbols, graphics, or a system of rules defined in the objects."
For instance, this categorization does not include sports betting platforms, which are classified by the government as "multi-bettor games", where "the actions or outcomes of one bettor can be influenced by the results or actions of any other bettors.”
The new decree authorizes the operation of such games domestically, provided they comply with the newly established rules.
For this, the game operators must apply for authorization from the Ministry of Finance. Then, authorized certification bodies will analyze to ensure they comply with the regulations. Up to now, five companies have submitted their applications at the federal level. They are:
1) Kaizen Gaming Brasil Ltda;
2) Sprbtbr Ltda;
3) MMD Tecnologia, Entretenimento e Marketing Ltda;
4) Ventmear Brasil S.A.; and
5) Big Brazil Tecnologia e Loteria S.A.
Main Rules
According to the new decree, games must provide a multiplier for each actual bet at the time of wagering, to define the amount a bettor will receive if victorious.
Before placing bets, the games must display an odds table to bettors, providing all possible chances of winning. The bonus amounts cannot be changed after the bet is placed.
The graphics of the games must clearly explain to the bettors how to win. This explanation must include the sequence and quantity of symbols needed to win.
Furthermore, the announcement specifies that if a player is inactive on the platform for 30 minutes, the betting session should be considered closed.
Moreover, the Ministry of Finance prohibits the provision of online gambling games in physical environments through electronic devices.
