Studies for the concession of state lotteries in São Paulo show the possibility of the service existing physically and virtually. More than 11,000 sales points could be installed throughout the state, either in existing businesses or in spaces dedicated exclusively to the offering of lottery services.
The state model of lotteries was authorized by the Supreme Federal Court (STF) in 2020, which understood that the Union could not monopolize the service. In São Paulo, the system was approved in 2022 by the Legislative Assembly with the aim of bringing new sources of financing for public equipment in health and education, for example. São Paulo is expected to collect R$ 3.4 billion from the concession of the service, allocated for health.
The concessionaire of the state lottery of São Paulo will be able to offer services that will be in the modalities of prognostics (specific, sports, numeric) and instant lottery (like a scratch card, for example), in both physical and virtual environments. The choice will be up to the winner of the auction for the concession.
According to technical studies, the spaces can be distributed according to the administrative regions of São Paulo. Based on the studies of installing a sales point for every 2,750 inhabitants, the estimate is that about 5,500 will be installed just in the capital. The expectation is that the installation of sales points by the concessionaire will maximize the expansion of the service.
In addition to the estimate of non-dedicated sales points, the concessionaire will be required to install at least 31 exclusive sales points distributed across the administrative regions of São Paulo. The objective is to serve as a concept store for the granted services and to reach all regions of the state.
The installation of exclusive sales points will follow some rules. For example, the locations must have high visibility, with a large flow of people. In addition, the concessionaire must respect a minimum distance of 300 meters from nurseries or basic and fundamental education units.
The future concessionaire, according to the government's proposal, may choose to offer the same service virtually, such as through websites and applications.
The concession of public lottery services of the State of São Paulo is part of the 13 auctions that the Government of São Paulo will hold until the end of 2024. The notice was launched in June and the auction is expected to take place in the second half. Arsesp (Regulatory Agency for Public Services of the State of São Paulo) will be responsible for monitoring the concession and the supervision of the granted services.
The future concessionaire will assume the responsibilities and risks with the possibility of exploiting the game modalities, without the obligation to explore all. The concession of the lotteries will be a source of resources for the financing of public policies aimed at the health area.
