List: Regarding complaints and petitions against Guo Huaping

The dismissed mayor of Banban, Tarlac Province, Philippines, Alice Guo, returned to the Philippines early Friday morning (September 6) after being deported from Indonesia.

She is the subject of multiple complaints, one of which is a lawsuit filed with the Tarlac Provincial Court, which ordered her arrest on the grounds that she was allegedly connected to a Philippine Offshore Gaming Operator (POGO) in Banban, which was raided for illegal activities.

Here is a list of complaints and petitions against Alice Guo:

May

On May 24, the Department of Interior and Local Government (DILG) filed corruption charges against Alice Guo with the Office of the Ombudsman.

The Ombudsman then dismissed her from office for grave misconduct and permanently disqualified her from holding public office.

The anti-corruption agency subsequently filed a criminal case against her at the Capas branch of the Regional Trial Court (RTC) No. 109.

An arrest warrant was issued for her by the Capas RTC on September 5.

June

On June 21, the Presidential Anti-Organized Crime Commission (PAOCC) and the Philippine National Police Criminal Investigation and Detection Group (PNP-CIDG) filed a qualified human trafficking complaint against Guo and 13 others with the Department of Justice.

Ms. Guo requested the Department of Justice to dismiss the complaint against her, claiming the complainants failed to prove her involvement in human trafficking crimes.

The complaint was resolved in August.

July

In early July, the Office of the Solicitor General (OSG) filed a petition with the Tarlac RTC to annul Guo's birth certificate.

On July 10, the Court of Appeals ordered the freezing of bank accounts and personal assets of Guo and two others, upon request from the Anti-Money Laundering Council (AMLC).

The Senate issued arrest warrants for Ms. Guo and others for repeatedly failing to attend Senate investigations into the raided POGO centers in her town. The arrest warrants were issued on July 11.

On July 29, the Office of the Solicitor General filed a legality review application against Alice Guo, requesting the Manila court to declare her appointment as mayor of Banban invalid and to dismiss her from office.

August

The full members of the Commission on Elections (Comelec) approved the legal department's recommendation to file a complaint against her for significant misrepresentation in her mayoral candidate documents, while questioning her identity and nationality.

The U.S. Internal Revenue Service filed tax evasion charges against Guo and others with the Department of Justice on August 14.

On August 30, the Department of Justice filed a total of 87 money laundering charges against Guo and 35 others, involving the raided POGO centers in Banban and Porac.

The former mayor left the country in July with her siblings Shiela and Wesley Guo.

Guo was arrested by Indonesian authorities in Dangaran City early Wednesday morning (September 4).

She is currently detained at the Camp Crame of the Philippine National Police.
