The dismissed mayor of Banban City in Tarlac Province, Guo Huaping, will wear a bulletproof vest and be handcuffed, escorted by police, when she is transferred to the Senate to participate in a legislative investigation concerning illegal Philippine offshore gaming operators (POGOs), the Philippine National Police (PNP) said on Sunday (September 8).
PNP spokesperson Colonel Fajardo stated that the convoy carrying Guo will depart from the PNP Detention Center (located in Camp Crame, Quezon City) at 8 AM on Monday (September 9), to arrive before the Senate hearing scheduled at 10 AM.
In an interview on Super Radyo dzBB, Fajardo said: "According to preliminary plans, she will wear a bulletproof vest and ride in a vehicle equipped with security measures. Our female police officers will be around her, and there will also be a special police squad to protect her and accompany the convoy to the Senate for the hearing."
She added: "She will be handcuffed on her way to the Senate, and upon arrival, we will act according to the instructions of the Senate. Usually, especially for detained individuals, the Senate allows handcuffs to be removed during the hearing, but we will have security in the back."

Fajardo stated that law enforcement will strictly adhere to security protocols to transport Guo to the Senate office located in Pasay City. Meanwhile, the Tarlac court has ordered Guo to be transferred from the PNP Detention Center to the Senate, following the court's approval of the Senate's request for her attendance at the hearing.
Senator Risa Hontiveros, chair of the Senate Committee on Women, Children, Family Relations, and Gender Equality, wrote to Chief Judge Sarah Vedaña-Delos Santos of the Capas area court in Tarlac, requesting permission for Guo Huaping to attend the investigation continuation on September 9.
The request was made after the court issued a detention order for Guo Huaping for not posting bail, detaining her in the same room within the PNP Detention Center where former Senator Leila de Lima had been detained.
The room is described as a "standard" dormitory without air conditioning. The room with white walls contains a single metal frame bed, a small round table, several plastic chairs, and a plastic bucket with a lid.
Fajardo stated that the PNP will ensure that the hostage incident involving former Senator de Lima in October 2022 at the detention center does not happen again. "We will ensure that such an incident does not recur. After the incident, we have strengthened our security measures."
She added: "Guo Huaping's detention room is far from other high-risk males currently detained at the detention center."
In 2022, de Lima was held hostage by a detainee (PUPC), a member of the Abu Sayyaf group. The incident occurred when a police officer was stabbed by three men trying to escape while delivering food to the PUPC. The three suspects were subdued, and de Lima was taken to the hospital for a check-up afterward.
"Reveal the truth"
Meanwhile, Senior Deputy Spokesperson and Representative of the third district of Pampanga, Aurelio Gonzales Jr., called on Guo Huaping and her companion Cassandra Li Ong to reveal the truth and disclose everything they know about the illegal POGOs that thrived during the previous government," the congressman said.
"We Filipinos love our country. If they are Filipinos, then they should also love our country," he added.
Gonzales expressed regret over the damage to the reputation of Pampanga, including the POGO incident in Porac, the seizure of drugs worth 3.6 billion pesos in a warehouse in Mexico town in September 2023, and the discovery of illegal drugs worth 1.3 billion pesos in an abandoned car in Mabalacat City last August.
"Our province is unfortunate, it is a progressive growth area in Central Luzon. We should be able to recover from these messes, but we need to understand what really happened, relying on the cooperation of key witnesses like Miss Ong," he said.
Ong is the authorized representative of the raided POGO center in Porac, Pampanga, and is currently detained in the House of Representatives.
She and Guo Huaping's so-called sister Shiela Guo were intercepted by Indonesian authorities on August 22 and brought back to the Philippines. Shiela is currently detained in the Senate.
On the other hand, Guo Huaping was arrested in the early hours of September 4 in Tangerang City, Indonesia. The former mayor faces charges of human trafficking and money laundering.
Denial of involvement
In her defense, the dismissed mayor denied the allegations that she assisted Zun Yuan Technology Incorporated in alleged illegal activities, including human trafficking and illegal detention, conducted within the large compound in Banban town.
"I deny all these criminal acts with the strongest terms—or rather, deny that I in any way assisted and condoned the so-called Zun Yuan Technology Inc.," Guo Huaping said.
"Human trafficking, torture, and illegal detention are extremely heinous crimes, and I would never tolerate, much less participate in them," Guo Huaping said.
Guo Huaping also stated that she welcomes any investigation by the relevant departments at the appropriate time.
An official from the Bureau of Immigration (BI) stated on September 7 that Guo had signaled her intention to surrender during her time in Indonesia,
This was confirmed by Rendel Ryan Sy, head of the BI's Fugitive Search Unit (FSU), after speaking with her in Indonesia, after which authorities handed her over to the BI.
