According to information collected by Philippine Senator Zhang Qiaowei, billions of pesos have been transferred into the bank accounts of Guo Huaping and her company.
During the Senate Committee on Women's hearing held on September 9, Zhang Qiaowei stated that from 2018 to 2024, 1.9 billion pesos were transferred into Guo's accounts, which Guo denied.
Guo Huaping said: "No 1.9 billion pesos entered my account. I want to exercise my rights. This issue is related to a pending human trafficking case."
During the period from 2018 to 2024, about 3 billion pesos were deposited into Guo Huaping's QJJ Farm bank account.
Zhang Qiaowei pointed out: "The timing coincides with 2017, 2018, and 2019, exactly when the BC Park in Bangban Town was established."
Zhang Qiaowei stated that Guo Huaping's Baofu Land Development Company made payments to Haoli Construction Company and Maxgear Building Materials Company. It is alleged that the funds used for payment came from QJJ Farm.
Zhang Qiaowei said: "This means that the money that entered QJJ Farm, currently totaling 3 billion pesos, was transferred to Baofu for contractor payments."
Guo Huaping replied: "I cannot answer. I don't remember, I need to verify it again. I don't remember such a transaction."
Zhang Qiaowei was also puzzled by Guo Huaping's net assets of 177 million pesos, especially since her business was not doing well.
For instance, QJJ Farm's net income in 2021 was only 81,000 pesos.
Zhang Qiaowei asked: "What is your source of income?"
Guo Huaping refused to answer: "Out of respect, I currently have pending cases with the tax bureau."
However, she revealed that it was the Chinese Huang Zhiyang who facilitated the investment of billions of pesos in Bangban Town.
The initial plan was to build residential properties, but when Huang's team considered other types of businesses, Guo Huaping stated that she had withdrawn her investment before running for town mayor in 2022.
Zhang Qiaowei also said: "We found that you use these companies to directly pay the electricity bills of the BC Center network."
He stated that Guo Huaping was actively involved in these transactions, as QJJ Farm and QSeed Genetics Company still paid various amounts totaling 5.3 million pesos this year.
