Philippine Senator Joel Villanueva stated that he believes Guo Huaping is actually afraid of the "big boss" of the illegal Philippine Offshore Gaming Operators (POGO), Duanren Wu.
He is allegedly a former Chinese police officer and one of the founders of Whirlwind Company, which leases the Lucky South 99 gaming center in Porac, Pampanga.
During a Senate hearing, Villanueva expressed that despite officials from the Presidential Anti-Organized Crime Commission (PAOCC) mentioning the previous day that Huang Zhiyang was the "big boss" behind all illegal POGOs, he believes the real mastermind is Duanren Wu.
He stated, "I don't think Huang Zhiyang is the big boss everyone talks about. For me, Duanren Wu is the real notorious figure."
Villanueva further pointed out that Duanren Wu is the leader of the illegal groups in the Philippines, seen as the planner behind crimes such as violence, torture, and kidnapping. He thinks Guo Huaping might be afraid of Duanren Wu.
Duanren Wu was once a Chinese police officer, and Villanueva also mentioned that he brought some Chinese military officers to the Philippines.
Villanueva also noted that Duanren Wu is the real "beneficial owner" of the Porac POGO center, not the former president of Lucky South 99 Company, Zhang Jie, as rumored. He said Zhang Jie is just a subordinate of Duanren Wu, responsible for coordinating Guo Huaping's hotel arrangements in Batam, Indonesia, and for transporting Guo Huaping.
Moreover, Villanueva mentioned that Duanren Wu and Zhang Jie share the same address, which is used for money laundering activities.
Although Villanueva did not confirm whether the name Guo Huaping wrote at the hearing was Huang Zhiyang, he stated that Huang Zhiyang had been helping Guo Huaping plan the escape from the beginning, and Guo Huaping had admitted that the idea to leave the Philippines was proposed by Huang Zhiyang.
Previously, Senator Sherwin Gatchalian mentioned Duanren Wu, Zhang Jie, and Huang Zhiyang in the September 12 hearing, stating that they helped Guo Huaping hide abroad.
In the September 9 Senate hearing, Guo Huaping revealed that they escaped the Philippines via yacht from Manila, but refused to disclose the specific individuals who assisted them in the escape.
