For the National Association of Games and Lotteries, the new regulation will separate serious companies from those based on illegality.
Brazil.- The National Association of Games and Lotteries (ANJL) viewed the Ordinance 1.475 from the Secretariat of Awards and Betting (SPA), of the Ministry of Finance, published last Tuesday, September 17, as positive. The decision to set a deadline for betting houses to adapt to federal regulations starting from October 1, as highlighted by the entity, is correct because it will immediately prevent "actions by irresponsible operators, not committed to the ongoing regulatory process."
In a statement, the ANJL explained that it believes this period tends to accelerate the perception of millions of Brazilian bettors, as well as representatives from different economic sectors, about the ANJL considering positive the ordinance that sets a period of adjustment for betting houses in the country, even without concern for the financial and mental health of the players.
The association emphasizes, however, that it is of great importance for Brazilian society that, from the adaptation period, not only illegal platforms are blocked but also reporting mechanisms exist, which anyone can perform when an illegal operation is identified. It is still unclear whether any channel will be implemented for this purpose.
Finally, the ANJL reiterated its commitment to an honest and safe market, focused on entertainment and without harmful practices, which only tend to harm the bettors themselves and the entire industry.
The support provided by the ANJL to the ordinance is added to that of other entities and Brazilian officials who celebrated the fact that the government, through the SPA, advanced in the regulation already from this year and did not wait until the deadline of January 1, 2025 contemplated by the Law 14.790.

Among the organizations that expressed their satisfaction with the decision, the State Lottery of Paraná (Lottopar), which, through a statement, described the ordinance as an essential advance to move forward on the path of regulation.
"Lottopar, the authority responsible for regulating and monitoring counterparty betting in Paraná, received the measure very positively. Currently, Lottopar regulates and supervises five operators in the State, but until then did not have effective legal mechanisms to stop the operation of unregulated websites, since the legislation on this subject is relevant to the Federal Government," highlighted by the entity.
For the general director of Lottopar, Daniel Romanowski, this measure "represents a milestone for the regulation and consolidation of a safer and more transparent environment in the lottery and fixed-odds betting sector."
