Update of the National Equestrian Regulation: Dominican association of sports betting rejects the decree

Following the success of its first stage at Casino Barcelona, the CPT will be held in Girona, from September 27 to 29.

Spain.- Following the success of its first stage at Casino Barcelona, the Catalunya Poker Tour (CPT) will arrive at Casino Peralada, in Girona, for its second stop. The competition will take place from September 27 to 29 and will feature two tournaments, the Main Event and the Mini CPT.

Four years after its last edition, the tournament started at Casino Barcelona from July 1 to 7, where 1,767 entries were registered. The schedule consisted of 15 events and live satellites. In this stage, player Sergi Serra led the overall ranking.

In the second stage of the tournament at Casino Peralada, the main event will have a variable buy-in depending on the day, from EUR125 (on days 1A and 1B) and EUR 250 (on days 1C and 1D). Day 1A of the Main Event will be played at Casino Barcelona on September 26. The Main Event is the principal tournament of the competition, and the results obtained in the main events of the three stages of the CPT will determine the new poker champion of Catalonia. Meanwhile, the Mini CPT will have a buy-in of EUR 125 and will be contested in a single day.

Players will also be able to participate in an online tournament. The competition offers the possibility to qualify for the Main Event starting from EUR 0 through its online satellites. Once the stage in Girona is finished, the Catalunya Poker Tour by CasinoBarcelona.es will move to Casino Tarragona, where the last stop will be held from November 11 to 17.

This year, Casino Barcelona hosted several poker tournaments. In April, the second stage of the 12th season of the National Poker Circuit returned to the city of Barcelona eleven years after its first visit. Additionally, the Spanish Poker Championship (CEP) by PokerStars returned to the city of Barcelona in August after its inaugural stage in February.

The General Directorate for Gambling Regulation (DGOJ) released the figures for online gambling in Spain during the second quarter of the year. The Gross Gaming Revenue for the quarter was EUR346.34m, which represents a decrease of -1.24 percent compared to the previous quarter and an increase of 10.79 percent compared to the same quarter of 2023.

From the rest of the main magnitudes analyzed in the report, deposits and withdrawals by players, increased their variation rates compared to the previous year by 17.87 percent and 17.76 percent respectively. Compared to the previous quarter, deposits decreased by -0.30 percent and withdrawals increased by 0.97 percent.

The Dominican Association of Sports Betting (Adobad) spoke out against decree 480-19.

Dominican Republic.- The Dominican Association of Sports Betting (Adobad) denounced this Thursday, September 26 through a statement that articles 2 and 5 of decree No. 480-19 favor the proliferation of electronic gambling games, thus benefiting the National Horse Racing Commission.

Through this decree, in 2019, the National Horse Racing Regulations were updated, giving this commission the authority to issue licenses for establishments called "horse racing agencies" to market electronic gambling games, according to the guild's complaint. 

From Adobad, they argued that this provision, contained in articles 2 and 5 of the decree, directly contradicts what laws 494-06 and 253-12 establish, which attribute to the Ministry of Finance the exclusive competence to regulate all types of gambling in the country.

“It is a blatant violation of the Constitution by the Executive Power, which disregards the authority of the National Congress, while failing in its constitutional duty to ensure the faithful execution of the laws," the guild states in the letter.

They also explained that due to this situation, the National Horse Racing Commission has issued numerous licenses for the marketing of electronic gambling games, “promoting the installation of horse racing agencies throughout the country, without these meeting the requirements demanded by current regulations to offer these services”.

And they warn in the letter that this situation “undermines the rights acquired by investors who operate sports betting shops, casinos, and gaming rooms».

On the other hand, they recalled that, with the purpose of correcting the situation, from Adobad they sent a letter to President Abinader to issue a decree that suppresses the previous one, but so far they have not received a response.

In this regard, the guild's statement points out: «Such desolate apathy from the Executive Power has forced us to go to the Constitutional Court, before which we have filed a direct action in unconstitutionality to promote the annulment of the aforementioned provisions of the decree, as they assault the principle of separation of public powers and the legislative faculties of the National Congress».

It is worth remembering that last July, the Dominican Association of Sports Betting (Adobad) and the National Association of Sports Betting (Asonabade) spoke out against the Resolution 136-2024 issued by the Ministry of Finance on March 14, which contemplates regulating online gambling.

Through a statement, the sports betting associations assured that the resolution “contains provisions that generate disorder in the sector and put at risk the legal security in the country”.
