Fiscal Reform in the Dominican Republic: Proposal for a New Tax on Gambling Games

Pinnacle launched a new and advanced casino offering powered by EveryMatrix technology, "CasinoEngine".

Throughout 2023, EveryMatrix produced a record gross gaming revenue (GGR) for operating partners with the casino business unit generating EUR1.900m, an 83 percent year-over-year increase, while the GGR for the second quarter of 2024 for casino clients produced an eleventh consecutive record quarterly performance of EUR658m, a 53 percent year-over-year increase.

The project presented by the Executive proposes, among other measures, to increase by 2 percent the maximum withholding on prizes or winnings obtained in gambling.

Dominican Republic.- The Dominican government, through the Minister of Finance, Jochi Vicente, announced on Monday, October 7, the details of the fiscal reform or modernization of the Dominican Republic.

According to the official, the goal of the reform is "to meet the demands of the citizenry concerning basic services, which also suggests an increase in public spending."

While the project that must be addressed by Congress is very extensive, there are several points that refer to the gaming industry. In principle, the proposal establishes that the maximum withholding on prizes or winnings obtained in gambling would increase from 25 to 27 percent.

Minister Vicente explained that the fiscal reform will have a tax on gambling. "The selective taxes, which also includes a levy on alcoholic beverages and gambling, seek not only to increase fiscal collection but also to discourage the consumption of products harmful to health. With an estimated revenue impact of RD$3,299.1m (USD54m), this measure aims to significantly contribute to the strengthening of public finances," said Vicente.

In that sense, the proposal includes a new selective tax on gambling, with the goal of raising RD$1,512m (USD24.7m). Additionally, the government proposes that from the reform, the exemption on the importation of gambling machines and devices would be eliminated.

The government reported that with the fiscal reform proposal presented this Monday, it aims to increase collections by RD$122,486.6m, equivalent to 1.5 percent of the GDP.

The document that compiles all the proposals of the fiscal modernization law concludes: "We are taking concrete steps to overcome the obstacles that have hindered our development. A safer, fairer, healthier Dominican Republic with greater access to opportunities is a possible and near reality if we all work together."
