The Philippines has issued a warning to East Timor about the potential risks associated with Philippine Offshore Gaming Operators (POGOs). During a state visit, Philippine Justice Minister Jesus Crispin “Boying” Remulla conveyed a message from President Ferdinand Marcos Jr., urging East Timor's President José Ramos-Horta to reconsider allowing POGOs to relocate within its territory.
This warning was issued after the Philippine government decided to ban POGO activities domestically due to multiple criminal incidents, regulatory violations, and public safety concerns.
The Philippine Department of Justice stated: "Given the shared Catholic traditions and values between the Philippines and East Timor, the Philippine government feels it necessary to inform East Timor of the socio-economic and security challenges that allowing POGOs to operate within its territory might bring."
Philippine POGO Shutdown
The reasons for the Philippine government's decision to terminate POGO operations include increased crime rates, evasion of regulation, and threats to public safety. In the State of the Nation Address (SONA) in July 2023, President Marcos announced that POGO operations would be completely shut down by the end of the year. This decision has led to over 3,000 POGO workers leaving the country and nearly 6,000 visas being downgraded.
During his visit to East Timor, Remulla reiterated the negative impacts of POGOs on the Philippines, highlighting issues such as human trafficking and illegal employment becoming rampant under POGO operations.
East Timor Faces Critical Decision
East Timor, reported as one of the potential relocation destinations for POGOs, is facing a critical decision. Remulla warned that while POGOs may promise economic benefits, they also bring numerous risks, including increased crime rates and regulatory challenges. He encouraged East Timor to thoroughly examine the broad impacts of accepting POGOs, as their negative socio-economic effects could far outweigh any short-term gains.
Remulla also emphasized that regional cooperation is crucial for addressing illegal activities related to offshore gaming operations and advocated for stronger collaboration among Southeast Asian countries to maintain safety and stability.
