The audience on bets at the STF will gather betting sites, Central Bank, psychiatrists, and football teams.

The Supreme Federal Court (STF) has defined the preliminary list of participants for the public hearing that will discuss the impacts of betting in Brazil. There are 44 speakers. Among them, representatives from the Central Bank, betting sites (ANJL, IBJR, and IJL), football teams, Febraban, and psychiatrists. The meeting will take place on November 11.

The clubs Fluminense, Botafogo, and Cruzeiro have requested participation. The teams have not yet defined the names of their representatives.

Among the representatives of the betting sector, are the National Association of Games and Lotteries (ANJL) and the Brazilian Institute of Responsible Gaming (IBJR). The Brazilian Institute of Responsible Gaming (IBJR) has requested to participate as amicus curiae. The State Lottery of Rio de Janeiro (Loterj) and the State Lotteries of Paraná (Lottopar) will also participate.

The president of the Federal Court of Accounts (TCU), Bruno Dantas, and the Minister of Human Rights, Macaé Evaristo, are other names on the preliminary list of speakers. The Central Bank will send the Deputy Attorney General of the Department of Legal Consulting and Extrajudicial Representation, Lucas Alves Freire, to participate as a speaker.

The preliminary list also includes the president of the Brazilian Association of Psychiatry, Antônio Geraldo da Silva, and the president of the Brazilian Federation of Banks (Febraban), Isaac Sidney Menezes.

The public hearing was convened by Minister Luiz Fux of the STF in the context of a lawsuit presented by the National Confederation of Commerce of Goods, Services, and Tourism (CNC), which asks the court to declare unconstitutional the law that regulates betting, enacted in December 2023.

In the lawsuit, the CNC claims that Law 14.790/2023 promotes an increase in family indebtedness and impacts on economic, social, and public health spheres, affecting mainly the most vulnerable social classes.

In the convocation order, Fux stated that the hearing aims to clarify issues related to mental health, the neurological impacts of betting on human behavior, the economic effects of the practice on commerce, and its effects on the domestic economy, in addition to the social consequences of this new regulatory framework.
