Joel Chua, the representative of the third district of Manila, is currently leading the House Committee on Public Accountability in considering an impeachment motion against Vice President Sara Duterte, involving charges of corruption and betrayal of trust.
According to sources, the Office of the Vice President had utilized 125 million pesos of confidential funds within just 11 days in December 2022, sparking public scrutiny.
Furthermore, the Department of Education and the Office of the Vice President have also been accused of opaque fund management and excessive leasing expenditures.
The investigation revealed that the Department of Education had spent 15 million pesos of confidential funds, the specifics of which remain unclear; issues such as blurred signatures and incomplete contracts in the reimbursement documents for leasing 34 "safe houses" by the Office of the Vice President have also raised concerns.
Representative Chua pointed out that if such actions are confirmed, they could constitute betrayal of trust, but he emphasized that the committee's primary task remains to promote relevant legislative reforms to ensure transparency and compliance in fund usage.
