The Commission on Constitutional Affairs of the Chamber of Deputies issued an approval opinion with modifications to the project and it would be discussed today, Tuesday, November 26.
Paraguay.- The Commission on Constitutional Affairs, chaired by Deputy Roberto González (ANR-Cordillera), issued yesterday (November 25) an approval opinion, with modifications, to the bill "That modifies and expands the Law No. 1016/1997, which establishes the legal regime for the exploitation of games of chance or luck", which aims to modify the following articles: 3, 4, 5, 6, 8, 12, 13, 15, 16, 19, 20, 21, 22, 23, 25, and 29.
The point that is still under study is Article 8. The original version states that concessions will be granted to the best offer presented and will be adjusted to the norms dictated by the competent authority, which will include the power to increase the fee.
It is worth remembering that the legislative initiative of the Paraguayan Executive Power could be discussed in the Chamber of Deputies today, Tuesday, November 26. According to local media, among the most notable points of the draft agenda for the session on Tuesday 26, the project sent by the Executive Power at the beginning of the month is included again.

This project, which arose from a request of the Executive Power, establishes the legal regime for the exploitation of games of chance or luck” that would eliminate the monopoly and optimize the work of the National Commission of Games of Chance (Conajzar).
On the other hand, it is worth noting that the decisions of awarding national games of chance will require the approval of the Executive Power, at the instance of the National Directorate of Tax Revenues, by decree.
Another relevant aspect of the proposal is the liberalization of the gambling market. Essentially, it aims to eliminate existing monopolies, allowing greater competition and diversity of bidders, both at the national and at the departmental and municipal levels.
