The Minister of Sports, André Fufuca, participated in the CBF Academy Summit, where he highlighted the importance of regulating sports betting in Brazil. For him, with a legalized and supervised system, it is possible to guarantee legal security and preserve the credibility of football. A panel addressed the topic, with the presence of the Secretary of Prizes and Betting, Regis Dudena, and the lawyer Pietro Cardia Lorenzoni (ANJL).
The event organized by the Brazilian Football Confederation brought together players from the entire football ecosystem in Brazil, including managers, coaches, and players from the sports betting market. The Minister of Sports, André Fufuca, praised the regulation of sports betting in Brazil as a way to bring transparency to the activity.
“Regulation will allow for stricter control, increasing transparency and protecting the rights of consumers and athletes. With a legalized and supervised system, we can guarantee legal security, improve tax collection, and preserve the credibility of our football,” explained Fufuca.
“These measures are fundamental to maintaining public trust in sports and ensuring that competitions continue to celebrate skill, effort, and dedication,” stated the Minister of Sports.
In the panel on the future of sports betting in Brazil, the Secretary of Prizes and Betting (SPA), Regis Dudena, highlighted the “hard work that the Ministry of Finance team has been doing throughout the year to ensure a regulated market with good practices regarding sports integrity".
Dudena gave an account of the entire process that led to the regulation and that the Secretary of Prizes and Betting, now, is notifying the companies that presented themselves to the government so that they deliver the last documents and pay the grant fee for the start of the regulated operation, on January 1, 2025.
The lawyer Pietro Cardia Lorenzoni, from the National Association of Games and Lotteries (ANJL), reinforced what the entity has been defending since its foundation. “Sports betting is a reality and the companies that presented themselves to the SPA operate according to the best international practices and seek, like sports entities, to curb any practice that tarnishes football”.
For him, sports integrity, as well as rules for responsible gaming and advertising, are part of the policy adopted by the ANJL members with the goal of making the activity transparent and a strong contributor to society through job and income generation.
Brunno Carmona Calado, regulatory and public affairs senior manager at Kaizen Gaming (Betano), emphasized the importance of sports integrity and good practices, “always adopted by Kaizen Gaming worldwide and also here in Brazil, with Betano”.
“With the regulation of sports betting in Brazil, we are moving swiftly towards a transparent, fair environment with legal security for operators and to ensure we contribute to the future of the sector in the country”.

With the presence of union presidents, deputies, and senators, the Brazilian Federation of Lottery Companies (Febralot) held a breakfast at the Chamber of Deputies this Wednesday (27) for the social inauguration of the new board. The formal investiture of the positions took place last week. The directors who will lead the entity until 2028 were elected on October 15, with the Nova Febralot slate emerging victorious.
On the occasion, the president Ricardo Amado Costa, said that the scenario in which the lottery network finds itself, of fierce competition, digital transformations, and regulatory definitions, demands changes. Therefore, one of the pillars of this new management will be the construction of a dynamic, transparent, participative, and profitable partnership with Caixa.
“We can no longer accept an unequal relationship; we need an effective dialogue that recognizes and values the strategic role of the lottery network as the essential partner that we are”, he declared.
The president said that the choice for the social inauguration at the National Congress was not by chance. “We chose to start our journey here, which brings a wide range of challenges ahead, in this House that has always welcomed us”.
According to Ricardo Amado Costa, Nova Febralot is born with a clear purpose: to value the lottery network and place it in the protagonism it deserves. “We are here to listen, dialogue, and act. We will work tirelessly so that each of you feels represented, respected, and strengthened”, said the president.
For Ricardo Amado, the biggest challenge of the new management will be to insert the lottery network into the digital world, beyond the marketplace, to advance to the world of fixed quota betting, to open the network's counters to state and municipal lotteries, and even to other niches such as capitalization titles.
“In this will be the economic sustainability of the lottery network”. The president also demanded from CAIXA Lotteries the implementation of the Health and Tourism lotteries, approved by the National Congress more than two years ago.
During the breakfast, the president of Febralot awarded each director a diploma symbolizing the responsibility and challenge of acting for the strengthening, development, and representation of the Lottery Network throughout Brazil, contributing to the growth of business activities in the segment.
