Ramiro Ibarra celebrated the recent approval of the law that modifies the functioning of the provincial body.
Argentina.- The president of the Institute of Social Assistance - Lottery of Chubut (IAS), Ramiro Ibarra, celebrated the recent approval in the Legislature of a reform to the Organic Law of the entity. In addition, the new online gaming law was approved.
In an interview with ADNSUR, Ibarra said: "It is a work of the entire team of the Institute that has two axes. Firstly, to modify or modernize the laws that have been in place for 30 years. The main thing is to have an 'online gaming law' in the face of the problem of the growth of illegality."
And he explained about the legislation: "Several administrative issues had to be tidied up. Now with an online gaming law, more resources are generated. Once we implement the new licenses, we will have order and a possibility to invest in technology and modernization at the Institute," he said, adding: "The new law gives us tools to organize the sector and guarantee a safe and transparent income for the province."
The official told the local media that the novelty of the approved legislation is that, for the first time, the Institute will own a license. "This will allow us to receive a greater utility to pay the provider what we believe the service provided is worth," he emphasized and advanced: "We will have a URL with the brand of the platform with which we associate and people will be able to enter a platform of their own. Also, the money will be in an account of our own and we will talk with the Banco del Chubut to reach an agreement so that this money is safeguarded."
Ibarra emphasized the importance of the regulated market: "If we do not have legal licenses, we favor the illegal circuits to continue growing."
On the other hand, he referred to the program that they promote from the IAS together with the Ministry of Education and the Health Secretariat with which they tour the province, preaching awareness and prevention.

Finally, Ibarra told ADNSUR that as a regulatory entity they also collect from legal gaming to later invest it in social action to various institutions: "We are obliged by law to conduct audits with some University to verify the state of the casinos, if they are paying what corresponds and if the machines have all the necessary validations," he indicated.
And he detailed: "Of the profits, 25 percent will be allocated for capitalization and modernization of the Institute and the 75 percent that will be distributed in social action with the priorities being Education and Health along with Sports and Culture."
