What is the deadline for operators in Peru to regularize their situation?

Peru.- Faced with the growing problem of unregulated operators in Peru, Yuri Guerra, general director of the General Directorate of Casino Games and Slot Machines of Peru, highlighted that Peru will adopt a stricter regulatory approach, with the goal of strengthening transparency in the sector and providing greater support to legal operators.

These statements were made in the context of the SBC Summit Latin America, at the end of October. Guerra stated that operators must submit all required documentation before December 31 to obtain or renew their licenses.

He also announced an intensified inspection process, which began on November 16, aimed at combating illegality in both online gaming and physical casinos and venues. According to the director, 30 percent of operations in the country are irregular, including many in physical establishments, and operations will be initiated to control these activities. In parallel, work will be done to identify and block illegal online gaming websites.

In relation to online gaming, Guerra explained that the regulator is already reviewing active casino sites in Peru and their providers, in order to apply inspection and blocking measures. Only those platforms that are reliable and offer a safe and fair gaming environment for Peruvian users will remain in operation.

In addition to blocking illegal sites, the government will penalize the providers of these sites, expelling them from the national registry. Fines of up to approximately USD 1m will also be applied and the directors and partners of the involved companies will be permanently excluded from legal activity.

It is estimated that, as a result of these measures, between 70 and 80 companies will operate legally in Peru, including some that currently operate outside the law but will seek to regularize due to the anticipated sanctions. Guerra emphasized that the commitment of the Ministry of Foreign Trade and Tourism (Mincetur) is to ensure that the institution fulfills its responsibilities towards legal operators, reinforcing the entity's reputation as part of the State.

Currently, the process is in its final phase. Guerra reported that the second phase is focused on the registration of gaming platforms and programs, and that the third phase will be directed at providers and services. The regulation process is expected to be complete by March 2025. Guerra highlighted that progress has been rapid thanks to ongoing collaboration with providers, operators, and other key sector stakeholders.
