The head of SPA, Regis Dudena, confirmed that applications are still being evaluated and that there are cases of rejected companies that must expand the documentation submitted to access the authorization.
Brazil.- The Secretary of Prizes and Betting of the Ministry of Finance (SPA), Regis Dudena, announced that the list of all brands authorized to operate in the Brazilian market from 2025 will be published in the last fortnight of December. Just a few weeks before the year in which the regulation of the sector begins, the SPA has already started to send the first positive notifications to the companies, but has not yet sent the negative ones.
“The companies that applied in this first wave have already begun to be notified,” says the Secretary of Prizes and Betting of the Ministry of Finance, Regis Dudena in an interview with InfoMoney.
As established by the ordinances published throughout the year, from this notification the companies have a deadline to comply with the final requirements. These are mainly issues of financial compliance, such as the contribution of capital of R$ (USD 4.9m), the payment of the subsidy, and the establishment of the reserve of R$ 5 (USD 800,000).
“So far we have only notified those companies that have met all the requirements, so those that have not yet met them have not been notified,” Dudena stated about how the process is being carried out. “We are evaluating those that, in fact, will simply be denied because they did not meet the requirements and those that may need to take some additional actions or presentations,” he described.
Because of this procedure, SPA has not determined how many notifications, positive or negative, have been sent.
Once the government verifies all the declarative documents that originate the resources to comply with the adjustments, it will publish the complete list of companies authorized to operate from 2025.

According to Dudena, the profile of the companies that applied for authorization more promptly is different from that of the later waves. “We realized that there is a certain difference in the quality of the initial applications compared to those that came later, but all applications must be analyzed in detail,” he said.
In total, more than 300 applications were sent and not all arrived before the August deadline. The companies that already operate in Brazil and did not meet the deadline will have to finalize their betting offer early next year and wait for authorization.
