Regulation of gambling in Brazil: Bill 2234/22 will be debated tomorrow by the Senate

Brazil.- The President of the Senate, Rodrigo Pacheco, scheduled the analysis of Bill 2234/22 for tomorrow, Wednesday, December 4th, at 2 PM. The proposal seeks to legalize casinos in tourist centers and resorts, as well as bingos, Jogo do Bicho, and online games. The project will be the third item on the voting agenda in the plenary session, which has four proposals to deliberate.

Pacheco had confirmed that he hoped to address the project before the end of the legislative year and now, with the inclusion of the deliberation on tomorrow's agenda, it is ensured that should any inconvenience or delay occur, Bill 2234/22 can be included again in next week's session. However, the intention of the Senate President is that the debate regarding the regulation of gambling is settled tomorrow itself.

Approved, in a close vote, by the Senate's Constitution and Justice Committee (CCJ) in June, the proposal establishes rules and inspection mechanisms for the games. The Bill is part of the Senate's priority votes before the parliamentary recess on December 23rd, as defined in a leaders' meeting.

Since the project was approved by this last committee that had to address it, its progress towards the plenary vote was full of advances and setbacks, with many Senators working on creating consensus to achieve its approval. However, the treatment was postponed until this end of the year.

During this time, various parliamentarians and national officials showed their support for the proposal and the need for progress in regulation.

The text of the law authorizes the installation of casinos in tourist poles or in integrated leisure complexes, with a limit of one casino per state and in the Federal District, with the exception of São Paulo, which could have up to three casinos, and Minas Gerais, Rio de Janeiro, Amazonas, and Pará, where the limit for each state is two casinos.

According to the proposal, gaming rooms can also operate on maritime and river vessels, which will follow specific rules. The casino must demonstrate a minimum integrated social capital of at least R$ 100m (USD 19m) and can be accredited for 30 years.

The proposal also establishes rules for the game of bingo in cardboard and electronic modalities, and allows in each state the accreditation of a legal entity for every 700,000 inhabitants for the exploitation of “jogo do bicho”.
