The Gaming and Casino Regulatory Authority (GCGRA) recently issued a warning, reminding residents of the UAE to avoid cooperating with unlicensed lottery and gambling operators.
The regulatory body noted in a press release that these operators could pose risks of financial loss, fraud, cybersecurity threats, and legal consequences.
GCGRA CEO Kevin Mullally emphasized in a statement: "GCGRA is committed to creating a safe, legal gambling environment. Stay vigilant, be informed, and protect yourself from the risks of illegal gambling. Legal gambling not only protects individual and financial safety but also maintains the integrity of the community. If you choose to participate, please ensure you cooperate with licensed operators."
According to a consulting report, unlicensed operators lack regulation, posing significant threats to consumers and businesses. "These unlicensed enterprises' technology and games have not been independently evaluated, cannot ensure fairness and safety," Mullally added. "They are not required to adhere to accountability obligations, lack basic consumer protection measures, are not subject to advertising regulations, do not have reserve funds to guarantee prize payments, and do not comply with anti-money laundering laws."
Licensed Operators and Legal Framework
GCGRA confirms that the only institution in the UAE currently holding a lottery regulatory license is The Game, LLC. Additionally, two well-known airport lottery operators—Big Ticket and Dubai Duty-Free—have been authorized to continue operations under GCGRA regulation.
Beyond this, all other existing lottery operations have been ordered to cease. "Consumers should stay away from unlicensed operators to avoid negative impacts. Advertisers, payment service providers, and other institutions supporting these unlicensed businesses could also face sanctions, even affecting their operational capabilities in the UAE," Mullally added.
Enhancing UAE Gambling Industry Standards
GCGRA was established in September 2023 and has been committed to building a socially responsible gambling industry ecosystem. Recently, the agency awarded the first commercial gambling facility operating license to Wynn Resorts for its $5.1 billion Wynn Al Marjan Island project.
GCGRA's mission is to ensure strict regulatory standards and promote responsible gambling behavior while fostering economic growth. Additionally, the agency has granted supplier authorizations to companies such as Aristocrat, Smartplay International, and PayBy Technology Projects to support the business development of licensed gambling operators.
