Minister Jonathan de Jesus of the Federal Court of Accounts (TCU) has indicated to the Ministry of Finance that the Court is assessing the need for a public tender for the granting of licenses for bets to operate regularly in the country. He is the rapporteur of the audit process of the regulation of betting houses.
According to the S.A. Panel of Folha, one of the discussions led by the minister is that the law passed does not specifically define the authorization model. For Jonathan de Jesus, the form anticipated in public administration presupposes the holding of an auction, similar to infrastructure concession projects.
Under the current rules, the Treasury conducts a control process of the qualified companies and, once approved, they only have to pay a fixed fee of R$ 30 million to the government and comply with the governance requirements imposed.
The S.A. Panel obtained the dispatch sent to the ministry this Tuesday (10). It contains a series of information requested by the minister, rapporteur of the audit process on the revenues generated by the government with the betting houses.
The first question refers to the tender model.
Jonathan de Jesus is the rapporteur of the process in the TCU that aims to know and monitor the costs involved in public health, the impact on the purchasing power of families, and the actions proposed by the federal government to prevent, for example, money laundering, data theft from bettors, and the involvement of minors.
The minister wants to know from the legal foundations for pre-authorization of bets, through the criteria for authorization; duties, responsibilities, and legal basis of the action of each government body involved in the authorization (Secretariat of Prizes and Bets of the Ministry of Finance, Special Secretariat of the Federal Revenue of Brazil, Central Bank, others) and how these various bodies coordinate to mitigate the risk of granting authorization to companies linked to organized crime.
He also wants to know how many are the authorized houses, how many have already paid the grants (fee to have the right to operate in the country), how many and which were denied and the reasons.
