Brazil.- The Full Court of the Audit Office of Goiás endorsed the Precautionary Measure 18/2024, which suspended the tender of the Goiânia City Hall for the hiring of a company to manage the municipal lottery service. In their vote, in addition to pointing out various irregularities in the process, it was considered that the current administration is ending and proceeding to sign a contract at this time would lack legitimacy.
The precautionary measure was issued last Friday, December 6, following complaints of irregularities presented by a company interested in the tender. According to the complainant, the notice contained flaws in terms of disclosure and technical and financial qualification requirements. A week later, the Full Court of the Audit Office endorsed this decision.
In his vote, the official Fabrício Motta, added that besides the irregularities, the current government is ending and a new contract, to be fulfilled by the administration that begins on January first, “would not be legitimate.” He also noted that between the request for publication and the publication of the tender specifications, only two days elapsed, meaning the entire process developed between November 19 and 21.
The tender, scheduled for Monday, December 9, aimed to hire a company for the management and control of the municipal lottery for a period of 10 years, with an estimated gross revenue of R$ 43.2m (USD 7.2m) during the first year. The value was calculated based on national market analysis and international experiences.

The bidding modality was “lowest price”, but the company offering the highest percentage of transfer to the municipality, with a minimum of 51.33 percent, would be considered. Among the types of games planned are the purchase of numbered tickets, sports betting, choosing numbers for draws, and instant prizes.
