In 2024, Lottopar implemented pioneering initiatives in the Brazilian lottery market, thus placing Paraná at the forefront, bringing more security and reliability to operations in the State. Just in fixed grant, more than R$ 27.5 million were collected only this year.
In addition to the already collected from the fixed quota betting grant, in 2023, amounting to R$25 million, the agency reached the mark of R$ 52.5 million, which will be allocated to social housing, public security, and social actions.
The first allocation of these funds collected by Lottopar was authorized by the Government of Paraná for an investment of R$ 10 million to build a Forensic Laboratory to Combat Financial Crimes for the Scientific Police. The resources come from activities regulated by the agency.
The Integrated Center for Data Processing and Analysis (CIPAD) will be located at the agency's headquarters in Curitiba, and will be used for detecting money laundering practices, asset concealment, illegal financial operations, and related crimes, further promoting the fight against corruption of individuals and legal entities.
In another initiative aimed at combating financial crimes, Lottopar was the first institution in the Brazilian lottery segment enabled to the Financial Activities Control System (Siscoaf), from the Federal Government. With this, sports betting sites licensed by Lottopar are required to develop tools and methods for analyzing suspicious activities to curb money laundering and asset concealment crimes.
Thus, the licensed sports betting site must communicate to the Financial Activities Control Council (Coaf), confidentially, when an operation is identified that, due to its characteristics, values, form of execution, or any suspicious indicator, may constitute indications of money laundering crime.
In February, the fifth bet authorized by Lottopar went into operation in the state. To ensure the security of these operations, Lottopar accredited three more certification laboratories, Gaming Associates, eCOGRA, and Quinel, which joined the already enabled GLI and BMM. With this, Paraná was the pioneer in carrying out this accreditation.
Every game, sports betting site, or equipment is only authorized by Lottopar to go into operation after the presentation of all tests and certificates required by the agency and issued by these laboratories. This ensures the security of the Paraná lottery market at all stages of the process, in addition to offering a safe entertainment experience for the Paraná bettor.
Participating in the BiS Awards ceremony, an integral part of the BiS SiGMA Americas fair, the "Oscar" of the sports betting market, Lottopar was the big winner in the C-Level of the Year category, which recognized the work of Lottopar's president, Daniel Romanowski, at the forefront of the agency. For the first time, a president of a state lottery won this award, and this is mainly due to the pioneering actions of Lottopar in the regulatory process of the sports betting market in Brazil.
In June, the company Apostou.com was authorized by Lottopar to start the commercialization of the instant lottery, the "Scratch". Scratch cards cost R$ 2.50, with prize ranges varying from R$ 2.50 to R$ 60,000. There are already more than 2,500 sales points open throughout Paraná, and when buying the card, the person knows immediately if they have won or not. The forecast is that the sales points will exceed the mark of 6,000 throughout the State.
Stock Exchange
The signing of the concession contracts for the instant lottery modalities, numerical prognosis (predict numbers that will be drawn), specific prognosis (hit more than one item in a draw, among numbers and symbols), sports prognosis (prediction of results of sports events) and passive modality (in which the bettor can acquire a pre-numbered ticket or an online draw), were carried out at the B3 Stock Exchange in São Paulo.
For the first time in the history of the Stock Exchange, the gavel was struck for a lottery concession contract. The presence of Lottopar at B3 further reinforces the commitment of the agency and the Government of Paraná to the highest levels of compliance, governance, and transparency in all stages of lottery operations.
Cooperation agreements
In April, in La Plata, Argentina, a protocol of intentions was signed, at no financial cost to the State, aimed at exchanging information between Lottopar and the Ibero-American Corporation of State Lotteries and Bets (Cibelae) with the aim of improving good practices of safe and responsible gaming, promoting a safer and more transparent lottery market for Paraná residents.
With the Paraná State Football Federation (FPF), Lottopar has a technical cooperation agreement where the aim is to develop actions aimed at sports integrity, ensuring safe and responsible gaming in the sports betting environment. The cooperation agreement does not involve financial resources, and the partnership is cost-free for both participants.
Responsible gaming
As one of the pillars for a safe and responsible environment in the lottery sector in Paraná, Lottopar developed several actions throughout 2024. On one side, norms and ordinances published, such as Ordinance No. 67/2024, which establishes minimum rules for bets licensed and authorized by Lottopar. It prohibits the use of sports betting sites by anyone who may have or can have influence on the outcome of a sports-themed event, which includes athletes, people holding positions of directors, coaches, trainers, referees, and assistant referees of a sports modality.
Another action was the Responsible Gaming Week, which took place in October and brought together speakers from Brazil and the world to disseminate responsible gaming practices, with representatives from the Secretariat of Prizes and Bets (SPA), National Council for Advertising Self-Regulation (Conar), Union of Lotteries for Sports Integrity (UlIS) and Cibelae, among others.
Lottopar integrates important commissions of Cibelae, the largest association of lotteries in Latin America. These commissions aim at dialogue and exchange of experiences with the largest lotteries in the world, an opportunity for Lottopar to bring the best international models to Paraná.
Also, within the policy of developing actions for responsible gaming, Lottopar in partnership with the Paraná State Football Federation is promoting a series of lectures with football athletes and professionals about sports integrity. Referees from the FPF and athletes from the youth category of Paraná Clube and Coritiba have already participated in this chat.
