Comprehensive training in environment: employees of the Chubut Lottery will receive training

The Government of Chubut is advancing in comprehensive environmental training with the signing of a new agreement under the Yolanda Law.

Argentina.- With the goal of ensuring comprehensive environmental training, with a perspective of sustainable development and with special emphasis on climate change, the government of Chubut continues to strengthen the implementation of the National Law No. 27.592, known as the Yolanda Law, which aims to train those who work in public service of the three branches of the State on environmental issues.

In this context, the Secretary of Environment and Sustainable Development Control of the Province, Juan José Rivera, signed together with the president of the Chubut Lottery, Ramiro Ibarra, the Training Agreement Act on comprehensive environmental training, complying with this national legislation.

“We continue to advance in the training of provincial agencies, complying with what the Yolanda Law establishes. This is a fundamental tool to ensure that all employees and public officials have an integrated environmental perspective in their daily work,” highlighted Rivera.

It is worth noting that in Chubut, to date, more than 300 public agents have completed the training and now lottery employees will join them.

The Yolanda Law aims to train people who work in public service, in the three branches of the State, on environmental issues, incorporating a perspective of sustainable development and a priority focus on combating climate change.

Rivera highlighted: “This agreement with the Chubut Lottery is another step in the comprehensive implementation of the law,” and added: “We continue working to extend the training to municipalities and rural communes, responding to the great interest that this educational tool has generated.”

The recently signed Training Agreement Act establishes that the Secretariat of Environment and Sustainable Development Control will provide technical assistance and support the Chubut Lottery in the implementation of the mandatory training. This includes facilitating access to the virtual campus, where the training modules are distributed among mandatory and optional contents, with their respective evaluations and bibliography.

For its part, Chubut Lottery commits to promote the active participation of its employees in the training, ensuring the mandatory nature of the same for all its staff.

“One cannot think of the development of our province without sustainability. These types of trainings not only contribute to forming more conscious public employees but also to building a State more committed to the care of the environment and the well-being of future generations,” concluded Rivera.

 A few days after the approval in the Chubut Legislature of a reform to the Organic Law of the Social Assistance Institute – Chubut Lottery (IAS) and a new regulation of online gaming, the president of the entity provided more details about the implications that the new legislation will have on the development of the industry in the province. 

Ramiro Ibarra, president of the Social Assistance Institute of Chubut, was on the program Sin Hilo, on Channel 12 of Chubut, and emphasized that the objectives of the new legislation are: “Higher revenue, control of online gaming, and less bureaucracy”.

The official explained that they tackled the reform at the beginning of the administration and in the process visited other lotteries in the country: “We learned some things that we were not doing so well, and we also realized that we had issues of almost 30 years that were obsolete, talking about directorates, a tremendous bureaucracy,” he said.

Regarding the casino canon, Ibarra explained that before, the value of the 10 years was generally paid together and then month by month, so the idea was to modify that system and that the income to the Lottery be “permanent and predictable.” 

Regarding online gaming, he said: “It was necessary to legislate and have greater participation in the business and, in this way, control it” and insisted that “minors should not play, it must be totally prohibited, but illegal gaming grows, grows, and grows, and this law comes to bring some limits with respect to that also.” In this way, the Lottery will now have the possibility of having its own igaming license

On the other hand, Ibarra spoke about the reduction of some positions in the IAS, pointing out that it had 79 managerial positions for 220, 240 employees: “Anyone who sees it says: ‘This is crazy’,” emphasized the president of the IAS.
