Paraguayan President Santiago Peña (as shown above) has taken a significant step in modernizing the nation's gambling industry by supporting a comprehensive reform bill.

The bill, co-submitted by Minister of Economy Carlos Fernández Valdovinos, aims to update Paraguay's outdated gambling laws and address systemic inefficiencies.

Overview of Proposed Paraguayan Law

The Paraguayan gambling industry has been operating under the legal framework of Law No. 1016 of 1997 for decades. Although this framework initially provided some structure, it has failed to keep pace with technological advancements and market demands. Efforts to reform the law have encountered delays, including procrastination by the Senate in deliberating necessary updates. The lack of a clear competitive framework and allegations of mismanagement have also plagued the industry.

The proposed bill aims to thoroughly reform the current legal framework, making it more transparent, efficient, and adaptable to emerging trends. A significant change is the transfer of the National Gambling Commission (Conajzar) to the management of the National Tax Administration (DNIT).

The new bill states: "By the powers vested in me by the Constitution of the Republic, I hereby submit this bill urgently to the esteemed Congress to amend and extend Law No. 1016/1997, which established the legal framework for gambling and betting."

Benefits of the Reform for Paraguay

Illegal gambling has long undermined the position of legal operators. By strengthening regulation and eliminating monopolies, these reforms aim to create a fair competitive environment in the market. The Association of Gambling Operators (APOJA) has played a significant role in advocating for these changes, particularly in promoting anti-monopoly measures. By allowing unrestricted licensing, the government hopes to attract investment and increase consumer choice.

The proposed bill suggests dismantling municipal monopolies, opening the market to multiple operators, and promoting a healthy competitive environment. With Conajzar's incorporation into DNIT, the government expects a significant increase in tax collection efficiency, which will directly benefit public funds.

The strong support from the Peña administration ensures a clearer path for implementation of the reforms. Stakeholders, including APOJA, have expressed enthusiasm for the potential benefits of the reforms.

Paraguay's reforms reflect a global trend, with countries increasingly focusing on integrating technology into regulatory frameworks. Due to the administrative majority in the legislature, the bill is expected to pass through Congress swiftly.
