The bill, co-submitted by Minister of Economy Carlos Fernández Valdovinos, aims to update Paraguay's outdated gambling laws and address systemic inefficiencies.
Overview of Proposed Paraguayan Law
The Paraguayan gambling industry has been operating under the legal framework of Law No. 1016 of 1997 for decades. Although this framework initially provided some structure, it has failed to keep pace with technological advancements and market demands. Efforts to reform the law have encountered delays, including procrastination by the Senate in deliberating necessary updates. The new bill states: "By the powers vested in me by the Constitution of the Republic, I hereby submit this bill urgently to the esteemed Congress to amend and extend Law No. 1016/1997, which established the legal framework for gambling and betting."
Benefits of the Reform for Paraguay
Illegal gambling has long undermined the position of legal operators. By strengthening regulation and eliminating monopolies, these reforms aim to create a fair competitive environment in the market.
