The Non-Law Proposition raised by the Socialist Group seeks to control the access of minors and self-excluded players.

Spain.- The Socialist Group, part of the Spanish Socialist Workers' Party (PSOE), presented a Non-Law Proposition (PNL), so that slot machines and gambling machines include identification systems. The goal is to control the access of minors, as well as self-excluded and self-prohibited individuals. Among the actions, it urges that these machines also include a phone number for assistance and help with problem gambling and pathological gambling.

The proposal driven by deputy Carmen Andrés also contemplates working to make the design and structure of online games less addictive. The 21.5 percent of minors between 14 and 18 years old reported having gambled with money in person or online in 2022, according to the survey on Drug Use in Secondary Schools in Spain, hence the aim to reduce this participation of young sectors in gambling.

A Non-Law Proposition is a parliamentary initiative through which the Chamber expresses its position on a specific issue or urges the government to follow a certain policy or to take some action. In this case, the Socialist Group seeks to eliminate the participation of young people in gambling through government measures that lead to the creation of a safer framework.

From the PSOE, it was warned that the number of young players, both in person and online, increases year by year as "students gamble more with money as they get older, intensifying in periods of stress," hence the need to act as soon as possible.

"In this context, it is essential to prevent problematic gambling with money, which can lead to pathological gambling, among the adolescent and young player population. Therefore, the socialist proposal, to introduce mechanisms that require these players to identify themselves in gambling machines and slot machines, thus protecting a vulnerable sector of the population such as minors," they explained when presenting the proposal.

The Ministry of Finance and Public Administration of Extremadura announced the opening of a period of public hearing and information in relation to a new order project that seeks to regulate access to gambling establishments in the region. It will be available for a period of fifteen days.

The project contemplates the creation of a model for registration and cancellation in the regional access limitations registry, which will be interconnected in an automated way with the General Registry of Gambling Access Interdictions at the national level. The interconnection with the national registry seeks to streamline procedures and ensure greater efficiency in access control.

"Agree to open a period of public hearing and information for a period of fifteen working days, counting from the day after the publication of this resolution, so that any individual or legal entity can examine the indicated order project and submit the allegations or suggestions they deem appropriate," indicates the resolution. The text will be available for consultation in the offices of the General Directorate of Taxes and on the Transparency Portal of the Junta de Extremadura.
