The Federal Government launched on January 1st the second phase of the Betting Management System (Sigap), an innovative solution that monitors and supervises the activities of the iGaming sector in Brazil. The platform was developed by the Federal Data Processing Service (Serpro) for the Secretariat of Prizes and Bets (SPA) of the Ministry of Finance (MF).
The system was designed to ensure effective regulation of the betting market in the country. Moreover, the solution strengthens the fight against illegal practices, such as money laundering and result manipulation, promoting greater transparency and integrity to a market that moves between 18 and 21 billion reais per month, according to a survey by the Central Bank conducted in September 2024.
The first phase of the project was launched in March 2024 with the implementation of the Authorization Module, which regulates the entry of new agents into the market. In this second phase, Sigap provides two modules: the file reception module, through which operators authorized by the SPA must send detailed data about their activities daily; and the management consultation module, which enables the Secretariat to monitor and supervise the data.
The Undersecretary of Monitoring and Supervision of the Ministry of Finance, Fabio Macorin, highlights the strategic relevance of Sigap for the process of regulation and supervision of the betting market.
“Sigap is an essential tool to ensure compliance with the norms and the integrity of the sector. With modules that cover the stages of authorization and supervision, the system allows us to maintain a complete dossier on the authorized companies and obtain detailed access to data about bettors, paid prizes, and game modalities, which enables immediate and strategic actions to protect consumers and ensure the offer of responsible games”, emphasizes Macorin.
Fábio Macorin praised the partnership with Serpro. “From the beginning, we have counted on the support of Serpro in the development and improvement of Sigap. This collaboration has been fundamental for the effectiveness of the solution, allowing continuous updates aligned with the needs of the Ministry, operators, and consumers", analyzes the Undersecretary of Finance.
The president of Serpro, Alexandre Amorim, states that the implementation of Sigap symbolizes the joint effort of the government to modernize and regulate the betting market in Brazil.

How Sigap operates in the betting market
Sigap monitors and regulates the activities of operators authorized by SPA/MF, who are responsible for sending detailed information daily about bets made, the bettors, and the legal destinations. The system was designed to meet the growing volume of data in the market, ensuring scalability and efficiency in processing.
Every citizen can follow, through Sigap, the authorization requests from companies seeking to operate in this market in Brazil. The solution recorded about 342 requests since it was made available, and now in January 2025, 7 operators and 139 brands have started the operation of the second phase.

System development
The system manager at the Superintendency of Treasury and Labor Business of Serpro, Clony Nunes, explains that Sigap is being implemented in stages, with the first phase started in March 2024, allowing the request for authorization to SPA and the submission of documentation to the regulatory body. “The implementation and availability of this module marked the beginning of the process of regulating the market of online betting and games”, highlights Clony.
Leonardo Paoliello, manager in the Sigap development team, shares that for this new phase, a significant volume of files is expected. “The system was carefully designed to handle this demand efficiently, scalably, and securely, ensuring high performance and reliability", he stated.
The manager of analytical solutions in the development of Sigap, Osnyr Carvalho, reinforces the benefits of the tool for the operation of the MF Secretariat. "The management panels will allow the secretariat to monitor and supervise the betting market efficiently, with great potential for expansion and adoption of other technological innovations", he added.
“Regulating such a sensitive market for society brings greater clarity, protection, and integrity to all involved. With well-defined rules, it ensures safety for consumers and fosters more transparent and ethical practices in the sector”, emphasizes Kamila Cavalcante Duarte, manager of the Department of Solutions for the Ministry of Finance.
