The Secretary of Awards and Betting of the Ministry of Finance published this Tuesday (14) the Normative Instruction SPA/MF No. 3/2025, aimed at temporarily solving the problem of overload of the laboratories certified by SPA/MF, which have not been able to deliver technical certificates to operators within the deadline.
This measure seeks to standardize the procedures for sending technical certifications and ensure greater efficiency in the operation of the sector, serving both provisionally and definitively authorized operators. The norm also introduces new requirements to facilitate the identification of certificates issued for multiple operators (B2B certificates), promoting more transparency and regulatory alignment.
The Normative Instruction 3 provides for the sending of technical certificates by betting operators of fixed quota authorized on a provisional basis and establishes a cover page model and an index of technical certificates also for betting operators of fixed quota authorized on a definitive basis.
Operators must submit by January 30:
- the technical certificates of Betting System, Sports Betting Server (sportsbook), Remote Gaming Server (RGS), and integration; and
- a single online gaming certificate or a single online gaming certificate for games from a specific provider.
If the certification of Sports Betting Server (sportsbook) and Remote Gaming Server (RGS) is included in the Betting System certificate, the information about these servers must be clearly identified in the Betting System certificate, as well as in the General Index Document.
The Remote Gaming Server (RGS) certificate can be replaced by a certificate that proves remote access to the online game aggregator server.
If the required certification is not completed by January 30, the provisionally authorized operator must send via the Betting Management System (Sigap):
I - General Index Document with information about the certificates regarding the already completed certification; and
II - request for extension of deadline in the form of Annex II, instructed with the declaration from the certifying entity.
Provisionally authorized operators and those authorized on a definitive basis must send a cover page (branded report) to address certificates issued to various operators that do not expressly present the operator's data, called Business to Business (B2B) certificates.
