The Director of the Thailand Technology Crime Suppression Division (TCSD), Major General Dai Rong, warmly welcomed the Deputy Minister of Public Security of China, Liu Zhongyi, and his 15-member delegation. The two sides engaged in in-depth discussions about the telecom fraud groups in the Myawaddy area of Myanmar and reached a consensus on strengthening cross-border law enforcement cooperation.

After the meeting, the Chinese Ministry of Public Security expressed its willingness to cooperate with the Thai police to jointly address related issues and proposed the following six specific suggestions:

Fighting the Myawaddy fraud groups:

The Chinese side will provide information on the financial chains of the fraud groups, especially those related to human trafficking, and requested Thai assistance in arresting the leaders hiding within Thailand.

Advancing the "Wang Xing case":

The Chinese side promised to assist in arresting more than 20 suspects still at large in this case and to extradite them to China for trial, while thanking the Thai police for their support and cooperation.

Assisting detained individuals:

The Chinese side requested the Thai side to use technical means to confirm the identities of individuals detained in Myanmar and to take measures to secure their release as soon as possible. China also appreciated Thailand's action of cutting off the electricity supply to the Myawaddy area.

Blocking smuggling channels:

Strengthen control over smuggling channels for people and goods, reducing the operational space and resource acquisition routes for criminal groups.

Enhancing law enforcement cooperation:

Plans to establish a Sino-Thai joint anti-fraud coordination center, arranging for investigators from both sides to work together to improve operational efficiency.

Improving arrest efficiency:

By taking swift actions to alleviate tourists' concerns about safety in Thailand and enhance the international community's confidence in Thailand.

The Thai side proposed the following four cooperation directions:

Formed jointly by the Thailand Cybercrime Suppression Center and the Chinese Ministry of Public Security, sharing patterns of fraud and intelligence.

Forming a joint task force:

Fighting transnational criminal organizations:

Requesting Chinese assistance specifically targeting Chinese leaders of fraud groups and their Thai collaborators.

Curbing asset outflow:

Fraud groups often convert illicit money into cryptocurrencies for outflow, and the Thai side hopes that both countries can share information to prevent the flow of funds abroad.

Convening regional meetings:

Suggesting that China lead meetings with Myanmar, Laos, Cambodia, and Thailand to discuss long-term solutions.

Major General Dai Rong thanked the Chinese side for the provided data and videos on the fraud groups, emphasizing their importance to the Thai police and stating that actions would be taken based on Chinese suggestions to further cut off signals, establish rescue centers, and reduce the resources of criminal groups.

Deputy Minister Liu Zhongyi highly praised the Thai suggestions, especially the key role of the Thailand Cybercrime Suppression Center in combating the Myawaddy fraud groups. He revealed that currently, there are 36 active Chinese fraud groups involving over 100,000 people, which have caused severe harm to global citizens.

He also specifically mentioned that the "Wang Xing case" not only affected Chinese tourists' confidence in Thailand's safety but also had a negative impact on Thailand's international image and tourism industry.

Liu Zhongyi stated that global fraud crimes have caused trillions of dollars in economic losses and highly recognized the professionalism and pragmatic attitude of the Thai police. He believes that through joint Sino-Thai actions, an efficient global anti-fraud cooperation model can be established, setting an example for regional and global anti-fraud efforts.

This meeting marks an upgrade in Sino-Thai cooperation in combating transnational crime, with both sides confident about future cooperation.
