China and Thailand Strengthen Cooperation! China to Provide Information on Key Financial Backers Behind Fraud Groups

To combat rampant transnational telecommunications fraud, the Ministry of Public Security of China and the Cyber Police Bureau of Thailand have further deepened law enforcement cooperation and reached six action plans to more vigorously combat the scam groups in Myawaddy, Myanmar.

At the same time, the Thai side also proposed four cooperation suggestions to enhance the efficiency of transnational law enforcement.

At this meeting, the Ministry of Public Security of China proposed six key cooperation plans to the Thai side, aiming to eradicate the scam crime network in Myawaddy from its roots:  

1. Completely annihilate the scam groups—China will provide information on the core financiers behind the scam groups and urge the Thai side to accelerate the arrest of scam leaders lurking in Thailand, thereby thoroughly dismantling the criminal organization.  

2. Pursue suspects in the "Wang Xing case"—China requests Thai cooperation in arresting more than 20 fugitives involved in the case and to expedite the extradition process so they can face legal sanctions.  

3. Rescue imprisoned victims—Thai police need to use technical means to confirm the identities of victims in the three provinces of Myawaddy and press the local government to accelerate rescue operations. China highly appreciates Thailand's previous action of cutting off Myawaddy's electricity supply, which it believes effectively curbed the continuation of scam activities.  

4. Block illegal cross-border channels—Combat the scam syndicates' use of smuggling routes to transport people and materials, cutting off the criminal groups' lifelines.  

5. Establish a joint law enforcement center—China and Thailand plan to set up a joint anti-scam intelligence center, sending investigators to cooperate permanently, enhancing case investigation efficiency.  

6. Strengthen the cleanup efforts within Thailand—China hopes Thailand will intensify the cleanup of scam dens within its territory, restoring the international community's trust in Thailand's security environment.  

In response to the six cooperation agreements proposed by China, the Cyber Police Bureau of Thailand also proposed four specific measures to strengthen transnational cooperation and enhance law enforcement effectiveness:  

1. Establish a joint investigation team—The Cyber Police Bureau of Thailand and the Ministry of Public Security of China (MPS) plan to form a special task force to analyze scam crime patterns and enhance identification and combat capabilities.  

2. Encircle transnational criminal networks—The Thai side requests Chinese assistance in tracking the financiers behind the scam groups, especially the core Chinese controllers and their accomplices in Thailand.  

3. Curb illegal financial flows—Scam syndicates often use cryptocurrencies for money laundering; Thailand and China should strengthen financial data sharing to cut off the scam funding chain.  

4. Promote regional anti-scam cooperation—The Thai side proposes that China lead, in conjunction with Myanmar, Laos, Cambodia, and Thailand, to hold a regional anti-scam summit to establish a long-term cooperation mechanism.  

At the conclusion of the meeting, Major General Tharong Piewpan of the Thai Cyber Police Bureau stated that the Thai side highly values the scam crime intelligence and key video evidence provided by China and commits to fully advancing the implementation of the six cooperation agreements.

He emphasized that the Thai police will accelerate actions to cut off the communication networks of scam groups and establish a victim assistance center to help victims escape their plight as soon as possible.  

The outcomes of this meeting further solidify the cooperation between China and Thailand in combating transnational scam crimes and also establish a new model of cooperation for regional law enforcement against scams in Southeast Asia.

In the future, as law enforcement cooperation between the two countries deepens, the living space for telecommunications scam groups will be significantly reduced, and international anti-scam actions will move to a new stage.
