The agency seeks to improve operational efficiency in centralizing and distributing payments intended for athletes, clubs, and confederations.
Brazil.- The Secretariat of Prizes and Betting (SPA), from the Ministry of Finance, created the National Office of Apportionment (ENR, by its acronym in Portuguese), an agency that will be responsible for optimizing the transfer of taxes paid by sports betting operators to the entities that should receive these resources. The implementation of the entity complies with the provisions of the Ordinance No. 41/2025.
The ENR was created so that the revenues from regulated betting houses can be better centralized and distributed among clubs, federations, and athletes, as provided in the Law 14.790/23. Another advantage of the new public agency is the reduction of costs for betting houses, since operational expenses will be shared among the companies.
According to the SPA, the National Office of Apportionment also contributes to transparency, as centralizing operations can provide clearer information to the market.
Since January 1, online gaming companies that have a federal license to operate in the country must pay monthly fees on the gross revenues collected from sports betting and online casinos. Part of these resources, according to current regulations, must be transferred to entities such as the Brazilian Olympic Committee (COB) and the Brazilian Paralympic Committee (CPB), these institutions, in turn, divide the funds among clubs and athletes.

Operators have the option of not using the ENR and making transfers individually. However, companies will have to bear higher operational costs and shorter deadlines. Monthly transfers must begin on January 31, 2025.
