The Government of Tocantins has formalized the concession of lottery services to the Lototins consortium, which will execute and manage the State Lottery for the next 20 years. With the authorization to start operations, it will cover all 139 municipalities of the state. It is a milestone in the fight against illegal betting that will generate jobs, in addition to creating a source of funds for investments in essential areas such as health and social programs.
After more than three years of analysis, public hearings, and bidding, the operation of Lototins, the State Lottery of Tocantins, begins in Palmas (TO). The fight for states to have the right to operate their own lotteries led the Supreme Federal Court to decide on the legality of these operations in September 2020.
With the concession, the State will have a share in the operational profits of the lottery, and the generated resources will be directed to social projects, focusing on actions to encourage sports. The Lototins consortium, winner of the bid, committed to paying a fixed grant of over R$ 15 million. The contract lasts for 20 years, and at the end of this period, the lottery units will be incorporated into the public assets of the State.

Our goal is to turn this project into a successful model for all of Brazil, standing out for its innovation, profitability, and the social contribution generated, benefiting the citizens of Tocantins,” stated Eduardo Paiva, leader of the consortium.
The concession covers all six modalities provided in the federal legislation, including the authorization to explore fixed quota bets, allowing the consortium to also operate the anticipated virtual online gaming events in the State.
This moment was only possible thanks to a group of dedicated professionals who worked hard to make it a reality, among them Eduardo Paiva, from Lototins.
In addition, the work of Governor Vanderlei Barbosa and the secretaries Donizete Aparecido (Finance) and Thomas Jefferson (Partnerships), who conducted the process with transparency and fulfilled all the formalities required for occasions like this, stands out.
The expectation is that the 26 states and the Federal District will also establish their lotteries, generating resources, income, and jobs for their citizens.
The lottery expects to raise R$ 600 million
The State Lottery will have a gross revenue forecast of more than R$ 600 million from operations with the expectation of generating 1,500 direct and indirect jobs for the first five years.
“The lottery of Tocantins will generate job opportunities in the municipalities and bring important dividends for the State Management. In addition, part of the collection may be allocated to the promotion of sports and other essential areas. This represents two important fronts of economic growth for Tocantins,” stated Governor Wanderlei Barbosa.
The Lototins (Lucky Lottery) is the first state lottery of Tocantins and will cover all the municipalities of Tocantins, playing an essential role in the regulation of betting, in combating illegality, and in promoting responsible gaming.
In addition to generating jobs and increasing revenue without raising taxes, the initiative will strengthen the local economy, boosting businesses related to lottery services. The collected resources will be directed to finance social projects in areas such as sports, health, and inclusion, in addition to retaining and energizing investments in sports betting within the state.
The Lototins has already started its implementation phase, with the authorization for lottery services signed by Governor Wanderlei Barbosa. The Lototins Consortium was the winning company of the bid and will be responsible for operating the project, in which it will distribute lottery points in shopping malls, commercial centers, and other strategic locations throughout the cities of Tocantins. In addition to the in-person mode, the lottery will also have an online option, allowing bettors to participate directly from their homes.
Betting Categories
The Tocantins lottery has four betting modalities. The fixed quota modality includes sports betting and online games, where the prize is defined at the time of the bet, regardless of the number of winners.
The instant modality, works like a scratch card, where the player knows immediately if they have won; the numerical prognosis modality is the most traditional, like Mega-Sena, where the player chooses numbers and wins if they match the drawn numbers; and the passive modality involves pre-numbered tickets, like the Federal Lottery, a bet in which the player buys a ticket with a defined number and competes for the prize if it is drawn.
The Secretary of Partnerships and Investments (SPI/TO), Thomas Jefferson, highlighted the transformative impact of the concession, noting that just at the start of the implementation of Lototins, more than R$ 27 million will be invested in Tocantins, where the Lottery will have a gross revenue of more than R$ 600 million forecasted for the first five years.
“The State Lottery represents an innovative financing mechanism for social programs, ensuring sustainable and long-term investments for the development of our state,” explained the secretary.
Tocantins Partnerships, as the operational arm of the Government of Tocantins, played a fundamental role in structuring this project, as explained by the president of Tocantins Partnerships, Aleandro Lacerda.
“The State Lottery of Tocantins is an important milestone for the economic and social development of our state. In structuring this project, we sought not only to stimulate the local economy and generate jobs but also to ensure that part of the resources are allocated to social projects that benefit the citizens. Our focus is to contribute to the sustainable growth of the state, always with responsibility and, aligned with the commitment of Governor Wanderlei Barbosa, with strategic projects that boost the progress of Tocantins,” emphasized the president.
The State Secretary of Finance, Donizeth Silva, highlighted that the State Department of Finance (Sefaz) will act as a regulator, with a system of control and transparency of all lottery activities. “The establishment of the lottery in the state has the potential to generate revenues that will be reverted for the benefit of society, especially in social areas, and it is an activity that is regulated throughout the country,” he stressed.
Performance of the Lototins Consortium
The Lototins Consortium will act in the implementation and operation of the State Lottery for the next 20 years. The CEO of the Consortium, Eduardo Paiva, pointed out that the entire team of the involved secretaries took care to ensure that the project was executed in the best way.
“We are honored to have the privilege of contributing to the Government of Tocantins in the implementation of this project. We will make this lottery a great example of collection for all of Brazil, whether in operation, technology used, and especially in profitability so that the State Management can maximize investment in the social area through the fruits of this service, for the well-being of the people of Tocantins,” commented Eduardo Paiva.
