OddsMatrix, EveryMatrix's tier 1 sports betting platform and odds feed service, has closed deals with the US micro-markets provider nVenue in a mutually beneficial product partnership. This will allow OddsMatrix clients to access the most popular sports in the market, including American football, basketball, baseball, ice hockey, and motorsports.
As part of the agreement, nVenue will integrate OddsMatrix Fast Markets into its data aggregation platform, focusing on football, and distribute them to its well-established clients, including major operator brands and suppliers in the US and internationally.
OddsMatrix launched the Fast Markets in time for the start of the 2023-24 football season, enabling operators to offer a variety of instant betting options in real-time on a variety of individual game moments.
Fast Markets provides major sports betting houses with a wide range of football betting options based on time and game, providing brands with an additional revenue stream across a variety of major leagues.
Micro-betting, popular in the regulated US sports betting market, is a high-frequency, low-price sports betting product. It is increasingly seen as a key driver for in-play betting across various sports, creating new opportunities for operators to differentiate themselves while attracting a new generation of customers who prefer instant entertainment, enhancing player engagement and casual player spending.

The proposal to create the São Gonçalo municipal lottery (LOTOSG) may not materialize. The Ministry of Finance stated that the Constitution does not authorize the mayor's initiative, suggesting that the project faces legal barriers. Approved by the Municipal Chamber at the end of February, the project aims to offer games of chance, instant lotteries, and online games, increasing municipal revenue.
The Ministry of Finance, through an official note, declared that the proposal lacks legal support. “The Federal Constitution and Brazilian law only allow the exploitation of lotteries by the Union, nationally, by the states, and by the Federal District, within the limits of their respective territories”, the statement informs.
The text of the project provides for the municipal lottery to be held both in person and virtually, within the territory of São Gonçalo. The service would be provided through concession, permission, accreditation, bidding, and public-private partnerships. The revenue obtained would be allocated to the payment of prizes, the coverage of operational expenses, and investments in sectors such as health, education, security, and culture.
In light of the Ministry of Finance's position, the São Gonçalo City Hall expressed itself, citing a decision by the Supreme Federal Court (STF) from 2020, which would allow the creation of municipal lotteries. “The exclusivity of the Union refers only to the legislation for the operation of the same. The practice has already been adopted by several municipalities in the country, with the aim of increasing revenue and investing the resources in benefits for the population”, highlighted the city hall.
The Municipal Chamber also defended the project, claiming that the measure is in accordance with the norms of Federal Laws No. 13.756/2018 and No. 14.790/2023. According to the Legislative House, the initiative would enable the capture of resources to be reverted into essential investments for education, health, and social assistance.

The National Association of Municipal and State Lotteries - ANALOME, in defense of the administrative and financial autonomy of the municipalities, comes to the public to express its position on the recent note from the Ministry of Finance regarding the creation of the São Gonçalo municipal lottery, proposed by the City Hall and approved by the local legislature.
The Federal Constitution, in its article 30, assures municipalities the competence to legislate on matters of local interest. In addition, the freedom of choice of bettors among the federative entities is a fundamental principle that must be respected, with the lottery being a public service defined by law. The creation of municipal lotteries not only aligns with the principles of isonomy and municipal autonomy but also promotes free competition among the various federative entities.
Contrary to what was stated by the Ministry of Finance, recent jurisprudence points to the non-existence of a monopoly of the Union and the legal possibility of creating lotteries by the States, Federal District, and Municipalities. The Federal Court's decision in 2020 recognized that other federative entities have the right to establish their own lotteries, provided that the guidelines established by federal legislation are respected. Federal Law No. 13.756/2018 and Federal Law No. 14.790/2023 are clear examples that allow this practice, enabling municipalities to explore this activity as a way to increase their revenue and invest in essential areas such as health, education, and security.
The São Gonçalo initiative aims not only to generate resources for the municipality but also to meet the needs of the local population through significant investments in fundamental sectors. The public-private partnerships contemplated in the project ensure transparency and efficiency in the management of the collected resources.
Therefore, we reaffirm our support for the initiative of the São Gonçalo City Hall and the autonomy of the municipalities in creating their own lotteries, following the examples of prominent capitals such as SP, BH, BEL, among other municipalities that already have public lottery services approved by law and regulated by decrees, being essential that the debate on this topic be guided by respect for constitutional norms and the pursuit of social welfare.

The consortium includes two of the main global lottery providers – IGT and Scientific Games – and is responsible for operating the RASPADINHA® and TREM DAS 11® games in Minas Gerais.
With over 20 years of experience in the commercial, marketing, and operations areas, Roberto Souto has worked for major companies, such as Coca-Cola FEMSA, where he served for over 10 years, as well as Vigor and Mondelez.
Throughout his career, Souto has been responsible for managing projects in market segmentation, distribution network construction, trade marketing & sales, consumer behavior, and category development.
With an MBA in Administration from Grenoble École de Management, France, in 2006, Organizational Leadership at Harvard in 2018, and professional courses at renowned institutions such as IMD in Switzerland, Chicago Booth, and the University of Los Angeles, Roberto took over the leadership of the Mineira da Sorte Lottery (MSL) in January of this year.
With solid expertise in organizational management, Souto focuses on building high-performance teams and arrives at the MSL Group with the goal of expanding distribution and diversifying the product portfolio, including the well-known lottery games RASPADINHA® and TREM DAS 11®.

Roberto is a professional recognized for successful corporate transformations, such as the one carried out at Vigor, a centennial company. He was responsible for restructuring processes, people management, and training, as well as leading the expansion of the distribution of the multinational Mondelez, increasing from 300,000 to almost 1 million points of sale in Brazil.
Aware of the complexity of competing with the growing market of unregulated games, Roberto bets on the expertise of the Group and the regulation of the products offered. On a more personal note, Roberto also shares that the decision to return to Minas Gerais had a strong personal motivation. “My family grew up here, and I love the region. Traveling through the interior of Minas is something that fascinates me. I joke that my birth certificate is Paulista, but my heart is Mineiro”, he concludes.
