According to security intelligence disclosures from multiple countries, a "highly fortified park" is secretly being constructed in Uddom Meanchey Province, Cambodia, near the border with Thailand, suspected to be a new base for Chinese telecom fraud gangs previously eradicated in Myanmar and Cambodia.
The park is adjacent to the Thai Surin Province Chong Chom border, near the O Smach border checkpoint, and is being developed by a casino group closely related to the Cambodian elite. The funding is directly linked to overseas Chinese telecom fraud capital. Over ninety percent of the park's construction is complete, with facilities including dormitories, office buildings, a power station, and a gas station, surrounded by high walls and barbed wire, with security levels far exceeding typical projects, generally regarded as a long-term stronghold for the telecom fraud group.
Intelligence indicates that this site may be related to the "Poipet group," a fraud group that was active along the Cambodia-Thailand border and is a major target of international crackdowns. With the Poipet network's setbacks, its influence is suspected to be regrouping in this new park, seeking to rebuild its industrial chain.
It is alarming that currently, the park only allows humanitarian and student access, with continuous material transport, indicating ongoing expansion. Its closed operation model resembles the "telecom fraud hotspots" in Myawaddy, Sihanoukville, and Mong La, Myanmar.
Analysts warn that Southeast Asia may be facing a "second wave of landing" of Chinese telecom fraud capital. If this park becomes operational, regional security and transnational law enforcement will face significant challenges again. Currently, the related intelligence has been submitted to the international law enforcement system, with a multi-national network closely monitoring and possibly initiating a new round of cross-border crackdowns.
