Philippine Senate Deputy Minority Leader Ejercito stated on Sunday (September 15) that the Civil Aviation Authority of the Philippines (CAAP) and the Bureau of Immigration (BI) should establish a general aviation terminal at airports to prevent unmonitored departures like that of Guo Huaping.
Ejercito said: "It is necessary to establish a general aviation terminal to ensure thorough checks. If it is a VIP flight, the Customs, Immigration, and Quarantine offices should also board the aircraft for inspections. Additionally, CCTV should be installed at the general aviation terminal to identify anyone boarding private planes. There should be no exceptions."
Ejercito expressed his hope that the new Aquino International Airport infrastructure company led by San Miguel Corporation, the newly managed Aquino International Airport, and other national airports would have general aviation terminals. He believes that legislation is not necessary; a policy or order would suffice, and all relevant agencies must take safety measures to prevent a recurrence of Guo's case.
Following the exposure of the Guo incident, the CAAP stated that it had instructed its central management and airport managers to ensure that all departing and arriving passengers meet the necessary documentation and security requirements of the CAAP-operated airports.
