In August, a talk was held on the Anti-Money Laundering Technical Standard designed for the gambling sector.
The Ibero-American Corporation of State Lotteries and Betting (Cibelae) began implementing Level 1 of the Anti-Money Laundering Technical Standard, specifically designed for the gambling sector. To discuss details about the new standard, Cibelae organized a webinar led by the Technical Commission for Money Laundering Prevention, whose team worked on the development of this new certification tool.
At the webinar presentation, which took place on August 22, Rodrigo Cigliutti, executive director of Cibelae, highlighted the importance of this advancement for the organization. "What initially seemed distant, like creating a certification framework in Money Laundering Prevention, is now a reality. We already presented it last year in Lisbon and now we are ready to implement it," he said. He also emphasized: "By the end of this year, we will begin working with the lotteries that request certification of Level 1."
From Cibelae, it was reported that this technical standard seeks to establish a common framework for lotteries and operators in the sector to implement best practices in preventing financial crimes, ensuring a shared commitment among the various Ibero-American jurisdictions that are part of the corporation.

For her part, Carolina Galtieri, coordinator of the Technical Commission for Money Laundering Prevention of Cibelae, representing the Association of State Lotteries of Argentina (ALEA), said: "This is a fundamental tool to prevent our lotteries and the gambling sector from being used by criminal organizations. We want all CIBELAE members to be certified at this first level and to adopt the best practices in their operations."
The new standard aims to help organizations align with the recommendations of the Financial Action Task Force (FATF) and other international bodies, ensuring transparency and security in all their activities.

In this regard, Mónica Gutiérrez Ortiz, member of the Technical Commission, representing the Social Protection Board of Costa Rica, emphasized: "This standard is extremely important because it's not just about complying with regulations, but about making money laundering prevention part of the organizational culture, permeating the DNA of our lotteries."
Ruth De Vita, member of the Technical Commission representing the National Directorate of Lotteries and Quinielas of Uruguay, conveyed the scope of this new certification. "This first level is designed to be accessible to all lotteries and operators in the sector, regardless of their size or specific local regulations," she explained.
The Level 1 certification allows lotteries and operators to obtain formal support for their internal policies and processes, and lays the foundation for moving towards stricter compliance levels in the future.
