According to reports from several local media outlets, a person named Wang Fugui (phonetic, Wang Fugui) "confirmed" to the office of Senator Hong Zhiwei Los that Guo Huaping is a Chinese spy, but not a special one.
Wang Fugui is the former prison mate of She Zhijiang. She Zhijiang claims to be a "Chinese spy" and was a key figure in a documentary released by Al Jazeera. Wang Fugui said he is a good friend of She Zhijiang, and they spent a year and a half together in prison.
Wang Fugui stated that She Zhijiang entrusted him with some decryption work, during which he discovered Guo Huaping's confidential documents.
The Senate Women's Committee led by Hong Zhiwei Los released an interview with Wang Fugui on October 8, in which he disclosed details of the activities of Chinese spies.
In the interview, Wang Fugui was asked how he was sure that Guo Huaping was a spy.
"Mr. She had many decrypted documents, and I only decrypted a part of them under his authorization. She is a spy, but not the special kind. There happened to be a copy of her national security background information there."
He added, "Her situation has many similarities with Mr. She's. That's all I can say because I am not Mr. She himself, and according to our agreement, I can only reveal so much, sorry."
When asked if he knew how Guo Huaping became a spy, Wang Fugui recalled that She Zhijiang told him while in prison.
Wang Fugui said, "Firstly, all foreign agents recruited by the national security departments undergo very detailed background checks, and there are specialized hacker teams, rural associations, and chambers of commerce responsible for collecting overseas information, including secrets and weaknesses of some people, which are stored in background files. This is the main method by which the national security departments control foreign agents."
He added, "For example, Guo Huaping's fake Filipino identity is such a secret and weakness, making her only obey the national security departments. Mr. She's experience is similar."
Hong Zhiwei Los further questioned Wang Fugui whether Guo Huaping was planted in the Philippines as a spy during her adolescence, or was recruited by the Chinese government when she was first elected as the town mayor of Bangban.
However, Wang Fugui answered, "Her election itself was arranged by the Chinese national security departments."
During the video interview, Hong Zhiwei Los stated in his opening remarks that they attempted to interview She Zhijiang through the Philippine Embassy in Thailand, but were refused for diplomatic reasons.
She Zhijiang is currently under strict surveillance in a Thai prison, limiting his communication with the outside world.
However, Wang Fugui mentioned that She Zhijiang is grateful to the Philippines and believes he has not harmed the Filipino people. Therefore, he is willing to cooperate with the Philippine government.
