The Gaming Inspection and Coordination Bureau (DICJ) of Macau recently approved the application of gaming company Melco, allowing it to continue operating its three slot machine entertainment venues through a management company appointment starting from January 1 next year. This arrangement was made after the three-year transition period for satellite casinos ended at the end of this year, marking a further clarification of Macau's gaming regulatory framework.

Smooth transition of the regulatory framework, three clubs gain new operating models
The three venues involved include Mocha Golden Dragon, Mocha Inner Harbour, and Mocha New Lisboa Hotel. With the satellite casino transition period ending in 2025, the Macau SAR government, after a comprehensive assessment, agreed to Melco's request to maintain operations at these three locations under a "management service" model. This means that they do not have to shut down completely like some satellite venues but have found a survival path that complies with the new regulations. A total of three venues, this outcome is significant for maintaining stability in the local market.
The existing employment relationships remain unchanged, safeguarding employee rights
According to DICJ's confirmation, under the new management company operating model, Melco will maintain the current labor relations with the employees of these three venues. This undoubtedly provides a "reassurance pill" for the related employees, meaning they do not have to worry about unemployment due to changes in the operating entity form, and they can continue to work. This arrangement reflects the regulatory and corporate attention to employee rights, ensuring social stability during the transition period.
Another club closes orderly, demonstrating regulatory maturity
Meanwhile, the Mocha slot machine entertainment venue at the Royal Hotel officially ceased operations on December 29. DICJ, in coordination with the Labour Affairs Bureau, Public Security Police Force, and Judicial Police Bureau, among other departments, ensured that its closure process was orderly after all gambling machine activities stopped on the night of December 28. Labour Affairs Bureau personnel were on-site to assist affected employees and set up a hotline, showcasing the SAR government's mature and comprehensive control capabilities in handling industry adjustments.
The mode adjustment of some clubs and the closure of others reflect the ongoing integration and standardization of Macau's gaming industry under the revised legal framework. DICJ stated that it would continue to work closely with the approved companies and relevant departments to promote the healthy and orderly development of the industry. How to balance regulation, corporate operations, and employee livelihoods remains a core issue, and related dynamics are often deeply explored in the industry analysis on the PASA official website.
